Summary of Intergovernmental Public Policy Research and Practice

Washington State Water Supply Coordination Planning - directed tribal government participation in regional water supply coordinated planning under Washington's Water Supply Coordination Planning Act. Principal author: Swinomish Water Utility Comprehensive Plan, Skagit County Water Supply Coordinated Plan.

National Land Use Planning – nationally model for a tribal / county government cooperation in joint land use planning resulting in coordinated policy and administrative procedures. Principal author: Swinomish Land Use Comprehensive Plan and implementation agreements.

Washington State Growth Management Policy - principal author of Growth Strategies Commission recommendations promoting regional coordination with state's tribal governments. Principles author of tribal section provisions in Initiative 547, and subsequent amendments to ESHB 2929. Testified before State Legislative Committees.

United State EPA Tribal Environmental Protection - designed program for USEPA designation as a "state" for the tribal administration of federal Clean Water Act and Safe Drinking Water Act programs. Coordinator of an MOU with Washington Department of Ecology for collaborative NPDES program administration. Presented before USEPA on delegation to tribal governments of primacy planning and programming. Principal author of a national model to fund and implement USEPA Indian Policy under federal self-governance legislation. Selected as one of the two "pilot project" tribes in Region 10 for Performance Partnership Grant administration.

Washington State Tribal Accord – policy advisor in tribal negotiations leading to the Centennial Accord between 25 recognized Washington Tribes and Washington Governor. The agreement guides the long-term implementation of state-tribal coordination based on the government-to-government relationship.

Washington State Water Resources Planning – policy advisor in strategy for tribal participation in statewide water resources planning leading to the Washington State Chelan Agreement. Principles author of model legislation preempting state appropriation of Indian reservation ground water resources. Principal author of the Swinomish Water Resources Protection Policy. Principle negotiator the Skagit River Water Agreement between regional water purveyors, tribal governments, and Washington State for in stream flow analysis and guaranteeing tribal water use rights.

Washington State - Tribal Agency Coordination - coordinated several conferences to establish tribal-state-local government protocols for cooperative administration of public planning and natural resources management programs. Convened conferences of regional planning directors in jurisdictional conflict resolution.

 

Grant Writing, Project Funding:

Research. Principal author of over ten million dollars in federal and state research and program development grants in tribal community development.

Capital Improvements. Secured over twenty-five million dollars in capital facilities grants and public economic development financing.

Development Funding. Principal negotiator in structuring a public-private economic development program for construction and development financing through taxable and tax-exempt debt financing instruments for over $50 million. Secured financing for construction of over $9 million tribal enterprise development.

Washington State Higher Education Coordinating Board. Application to expand planning degree and GIS program with 2FTE teaching positions. Conducted survey of Washington State planning agencies to establish demand for entry-level positions in environmental planning. Fall, 1999.

Student Technology Fee Grant.  Prepared application to provide technology equipment in ES 318 to support planning and other Huxley studio-based classes.  The grant award would purchase computer console and projection equipment, printers a plotter, and 5 workstations.  Equipment will aid student instruction of computer-aided design, GIS, and presentation techniques. January 2000.

WWU 2000 Summer Teaching Grant Proposal.  Support the development of new course curriculum offered in the 2000-2001 academic year.
